Is it a vacuum reading at the impulse line while pulling the rope?
What about a compression gauge?

Or are you trying to isolate an intake/exhaust valve problem?????

Maybe the water pump is bad!!!!

If it holds I would move on if it does not I would put some oil or soapy water and check for leaks

If it won't hit from that, then something else is amiss.....
Even if he forgot to put seals in the damn thing, it still would "vroom".....

Then I would introduce pressure and if it holds move on other wet every area it could leak, spark plug, decomp, exhaust, all the places base gasket

Check your fuel delivery system next. Hose filter tank fuel cap.
