046 Carb tach RPMS too high when all the way rich on the H.....

My 046 is showing 15,000 RPMs on my new TechTach. Everything about the saw otherwise runs well and I used it on a job last week before I got the tach. I just got the saw and and bought it from a guy who had also just used it. The H seemed out of tune. The iH s currently turned all the way to the limit on the rich side and given 15,075 RPMs a no more than 2 seconds of WOT.

There are no other symptoms with this saw that are suggestive of any air leakage etc. Could this be a common carb issue causing the mixture to be lean?

cut the limiters off and re-tune or you burn it up. If the H can't get it under control you have an air leak.

Did the 046 ever even come with limiters? Or is this a replacement carb? Thought limiters weren't part of the picture till the 460 came along.
