A quick older Stihl question (038, 056, and others)

Hi all,

I was wondering what the deal is with the "secondary (if you will)" oil caps on the 038 and 056 is (maybe others have them as well, but these are the only ones I've had in my hands that do). I gotta imagine there's some purpose beyond providing another point of potential oil leakage.
