Flue liner question

Was just up on the roof cleaning my chimney and found stage 3 creosote in the top 1/3rd so I need to install a liner in the chimney for my basement woodstove/furnace. The present chimney is oversized (77 sq in) and on a outside wall. The entire chimney is 20' from the basement floor untill it ends about 2' above the roof peak. The 6"appliance thimble is about 4' off the basement floor and the 6" cleanout is flush with the floor.
So my question is - can I just install from the appliance tee upward and leave the bottom of the tee open and close the existing cleanout or is it absolutely necessary to put in a clean out tee as well? Thanks
