Governer on non-govern engines

I'm building a fast 55 ton splitter. The engine I'm using is out of my 52' dodge flatbed (it's getting a Detroit 8v53) and is a 251 flat six. I love the engine and it's getting used for something so this is it. It's getting mated to a 45 gpm pump @2000 RPM. The engine very well might turn that pump at full load being set to run at that RPM, these things kind of resemble a diesels in power output and have an uncanny ability to perform work way above what thier ratings suggest. But that's a somewhat educated guess and it very well may need some throttle action on heavy loads. So who has put speed governers on engines that originally didn't have one? What's the best one to use and how to come by them?
