home chain brake problems

homey chain brake problems

OK now i did not intend on starting a new can of worms, however. i tried to do a search first to see if i can adjust this thing but all i got were people bi##hing back and forth about safety crap.

OK what i am looking for is this. i have a homelite 27AV power stroke. it has been sitting for a while something like 2 or 3 years, because dad thought it had locked up. i took it apart today and found the only thing wrong with it was the chain brake did not release enough to let the clutch spin freely. when saw ran last we noticed no power shut it off then could not pull the starter rope. any ideas??? :dizzy:

the lever moves and locks but the band is always tight aroung the clutch drum. and ye is blue plus the plastic arround it is showing signs of melting. just need to know if there is a way to loosen up the brake short of taking it off or replacing
