I think you said it was a new seal right. Putting a bead of finger nail polish on it for a quick fix and it drys fast . Make sure you don`t get it on the rubber part of the seal. If the seal ever needs to be replaced at a later date it may not like to come out. It is probably better to do it right than the polish.
 
So move it to the other slot?

See if they are marked P and X like the 066. If so , it needs to be in the X

And, of course it could be you air leak and have nothing to do with the coil.

If stopping the leak doesn't correct it and it is in the right slot I would replace the coil with a 1300

If that doesn't work the saw is possessed.
 
If you google 064 coil there is about nine saws with the same coil. The 064 had 3-4 versions of the saw but it is worth the try. You probably take one out of one of your other saws and try it.
 
Thanks for all the help you guys. Put it back together this morning and it started and idled as it should. No seal leak after i put the sealant between the seal and the case. I did move the flywheel to the other key position. Starting is withing a pull or two and it idled great.
