Stihl 660 chain brake

Fellas,

Got a 660 back on my bench. Chain brake engages but won't disengage. Any ideas? Haven't torn it apart yet but I'm visualizing what is going on and all i can think of is that the clamp around the clutch is finicky or the mechanism isn't working properly behind the cover.

Is the arm that the clamp is attached to on right? Not upside down? Believe me, I've seen em that way too!!

is it just stiff or is the cam bound up? Pop that dust cover off and take a look.
