What was the first year that chain brakes were required by law in USA ?

Thanks for clearing that up, I thought the chain brakes were govt mandated
much like the safety controls in push lawnmowers etc.

In a way, YES, GOV mandates CHAIN BRAKES for commercial, under OSHA< which does not apply to individuals/ homeowners, or commercial UNDER 10- employees? But a Lawyer can argue otherwise, following injury; there is probably also a newer reg somewhere requiring MFR to provide chain brake on 100% after Dates-X? Also NOTE that even OSHA did not exist prior to ca.1971, and later in some/ many states, until adopted/ approved and funded for enforcement.
