So, I was looking at the IPL as I put it back together. Is there supposed to be an oring somewhere on the gas cap? I know mine seeps gas so that might be a problem.
There's a flat black gasket. If it leaks an "O" ring will work fine. Over tightening the cap can break the filler neck on the tank so don't use a tool to tighten it.

Would a 0.058 bar and chain work on my 3700?
Hoping to get to run my Red 3700 tomorrow. Got a storm damaged half of a tree to remove that has been there since summer.

Sure as long as the bar, chain, and sprocket on the clutch all match. Like 3/8ths.

It should as long as yours is a standard spline, if I had to guess it's probably small spline but idk
Spur sprockets were standard issue. I assume you have a spur. If so, you'll need to track down a splined drum. Oregon no longer makes the splined drum and rim assemblies unfortunately. They do show up on Ebay occasionally. 28187x is the PN. Some outdoor power equipment suppliers may still have old stock as well.

All the rims I see don't specify, only 3/8 or different, I assume it accepts all widths?

Yes they do, and u think the 3/8lp also uses a full size 3/8 rim I've never found any that were made for lp specifically
A rim will work on both .058 or 050 drive teeth. You just need to make sure the rim matches the clutch drum you are going to use.

So what's the difference between 7 and 8 spline, 3/8 standard rim? Faster cutting speed less torque?

I believe an 8 pin would be less torque more chain speed opposite for a 7 pin. I would tend to stick to 7 pin with 18" and over bars. Less than 16" you might could get away with 8 pin on a 3700.

Meant to ask, what should I set the carb needles to initially? I have High and Low both at about 2 turns out.
