How about just pulling the baffle plate out of the muffler and then retune? Is this the EPA junk? Does teh saw need a certain amount of back pressure?

A 1/2 turn difference

On just a change of oil? no

You will see some variation on settings but not that much.

You likely still have deposits in the carb fuel passages and you would definitely benefit from a new carb kit.

Turn your hi speed mixture screw in and count the turns if it is more than 1 and 1/4 to 1 and 1/2 you have problems with diaphrams AND clogged passages.

Those saws generally run 7/8 to 1 turn for proper RPM on the hi speed with fresh diaphrams and new needle with the lever height correctly set

All saws need back pressure...finding the right amount is the trick...
