If it has a decompression valve, then most likely, yes. Look for a series of ++++ on the cylinder base for further evidence.

This looks like one of those saws, made 2001 week 12.

Good question, and I don't know the answer regarding that generation of 55 EPA (the 45mm CP generation). The US was the market they were made for though.

EPA is the agency that create and enforce emission rules in the US, and at the time in question here those rules were stricter than similar ones on other markets. That has evened out by now though, at least vs. the EU.

Around the world, there are many nations that still have no such rules though (or very lax ones in comparison).
