If it has a decompression valve, then most likely, yes. Look for a series of ++++ on the cylinder base for further evidence.

What's EPA n how do they differ from reg. ?

EPA is the agency that create and enforce emission rules in the US, and at the time in question here those rules were stricter than similar ones on other markets. That has evened out by now though, at least vs. the EU.

Around the world, there are many nations that still have no such rules though (or very lax ones in comparison).
 
Just trying to figure out what it was because I was reading other forums that said CP was only made to 2000.

The last IPL for that version was dated 2000, but that doesn't necessarily mean that the last saws were made that year - it just means that no changes were made after that time.
