got a Briggs twin intek that takes several Sec to throttle up to 3600 top noload has any had this problem before?
Also there is two slots in gov arm that gov spring can go in, it was in bottom hole when I pulled engine to replace sump. Another engine at shop has it in top hole same engines. I don't see anything in service manual about holes etc
