duckbills gas caps

Do duckbills in gas caps really mess with the idleing of saws just read about them in my old manual?
 
I had an old david bradley chainsaw that was missing the duckbill valve in the gas cap, and would not idle at all. I put a new one in, and it worked like a charm. I also have an old weed wacker that is missing the duckbill in the gas cap, and have no problems with it. So if you are having problems with your saw idling, this could be the problem.
