Removing rust does not replace lost metal.If it is rusted up , it's toast, even if you do free it up , the bearing surfaces will be pitted & it will fail after some use, probably at a crucial moment no doubt as well.
This was another thought I had.Soak it in diesel works every time
I once bragged at my favorite bar/grill that there were very few frozen sprocket tips that I could not get working again. A logger overheard me and the next time I was there he gave me this to fix:
