Stihl 024 carb issue

Guy gave me an 024 that didn't run. Cleaned p&c, pit new rings on. It fired right up but bogged and dies in the cut. New fuel line & filter and pulse line. Intake was fine. Put back together, same issue. Pulled and cleaned carb. Won't start at all now. Opinions on why...please. Thanks.
 
metering height, gasket placement, screen plugged, wrong needle setting, bad diaphragms, clogged small passages, bad pulse line or pulse line fell off, water in the fuel, throttle linkage fell off, master switch in grounded position, fuel line pinched.
 
Put a spash of mix in the carb and see if it will fire. If so indicates carb/fuel problems (or bad air leak). If not check your spark/wires/switch/coil.

If it fires with fuel, could also be an air leak.

Concerning intake boot, is the sleeve and special washer in place where it bolts up to carb? Since you had P/C off check the four screws for cylinder.

One other simple thing. If signs that it was running rich, spark screen on muffler can get clogged. Symptoms are won't rev and/or start.
 
The carb is WT 228. Every diagram I've seen shows a gasket on top of the diaphragm. This one didn't have one. Anyone know why?
