U.S.A. Chainbrake Mandatory

When did the chainbrake become mandatory in the U.S.? I thought it was before Stihl started manufacturing in Virginia Beach. I'm guessing that's incorrect though. Fill me with knowledge fellers.

I think I bought a Poulan Pro 236 around 1995 that had a handguard and no brake.

Now that u say that I have a mid nineties poulan with no brAke. My 96 husky 36 does have one tho
