Has The 16" been mounted more than once? Those top plates look like they've been run both ways.
The corner of the cutter on top of the brake handle looks pretty rounded.

Nice catch: That second pic makes it look like this chain was run the wrong way.
 
That is not stihl chain, prolly oregon.
The one chain looks like it been run backwards.
None of the rakers look filed to me.
Maple is not that hard of a wood, IMHO.
Both look dull.
 
My feathers aren't ruffled, just a bit confused. I've never seen an oiling issue on a Stihl saw related to the bar hole size. Perhaps the newer 1 series saws are different as I have never operated one of those (271, 261, 441, etc)

Newer Stihl models tend to have restrictive oilers - but that has nothing to do with the oiler holes in the bars.
 
Your 20" chain is a super rapid, yes it has double bumpers for low kickback, but it will cut faster than than your 16" rapid anyhow.
 
On a second look at the pics, you need to file the bumpers on your chains each time you sharpen, the 16" doesn't look like the bumpers have been filed at all.
